Public Holidays
A small piece of arithmetic that causes a disproportionate share of disputes, and the arrangement that removes most of them.

Public holidays are where a straightforward entitlement policy quietly becomes unfair, usually without anyone intending it.
The problem
Public holidays fall on particular days of the week, and in many jurisdictions cluster on Mondays.
Someone who never works Mondays gets almost none of them.
Someone who works only Mondays gets all of them, which in proportion to their hours is a great deal more.
Neither result was intended, and both are visible to everyone.
The arrangement that fixes it
Include public holidays in the total allowance, pro-rated by hours or days.
Let people book them as leave like any other day.
Close the business if you want to, and deduct the day from everyone's allowance.
Everyone then gets the same proportion, regardless of which days they work.
State it plainly: "your allowance includes public holidays" is one sentence and prevents most of the argument.
If you keep them separate
Which is common and workable, with two rules.
Pro-rate the number of public holidays a part-timer receives, rather than giving whichever happen to fall on their days.
Give the balance as extra leave where their working days produce fewer.
Write down the calculation so it can be checked.
When the business closes
Compulsory closure days come out of the allowance, and people need to know the dates at the start of the year.
State how many days are reserved so nobody plans a holiday and finds they have no days left.
Announce the dates early, which is a courtesy that costs nothing.
Working on a public holiday
Whether it attracts a premium is contractual, not statutory, in most jurisdictions.
Write down the rule. Time and a half, a day in lieu, or nothing extra — any of these is workable and the argument comes from it being unstated.
Apply it consistently, including to the person who always volunteers.
The check worth running
Take your full-time person and your least-standard part-timer.
Calculate what each receives in total days off for the year, including public holidays, as a proportion of the days they work.
If the proportions differ noticeably, the policy is producing an unfairness — and it is the kind that people notice and remember.
Announce closure dates early
A courtesy that prevents a specific annoyance.
If the business closes on set days, those days usually come out of the allowance.
Say which dates at the start of the leave year.
Otherwise someone books a holiday in good faith and finds they have no days left for a closure they did not know about.
One message in January, and it removes a complaint that otherwise arrives in December.
